SDN بیشتر سعی در بهینه کردن زیرساخت شبکه متشکل از سوئیچ و روتر دارد ( لایه ۲ و ۳ مدل OSI )، در صورتی که NFV سعی در پیاده سازی بهینه عملکردهای شبکه از جمله فایروال، Deep Packet Inspection ‪(DPI)‬ دارد ( لایه ۴ تا ۷ مدل OSI ). تفاوت اصلی این دو فناوری در این است که هدف SDN جدا کردن صفحه داده از صفحه کنترل شبکه است در حالی که هدف NFV جایگزینی توابع شبکه با نرم‌افزار است. تمرکز SDN بیشتر روی استفاده از منابع برای ارائه سرویس است، درصورتی که تمرکز NFV بیشتر روی ایجاد، پیکربندی، مدیریت و پشتیبانی از منابع سرویس در چرخه عمر آن است.
